Military “hot spot”
EXAMPLE: Palm Springs, California
  • Military and Flag  officers are now reaching retirement age while serving at a younger age than their predecessors, (average age is 50). These Military officers and former Military executives who have considered starting their own businesses are seeking to find new, rewarding careers after leaving active service, preferably in an entrepreneurial, “consultant” capacity.


  • As an example of an area to ‘work + play’, The Palm Springs region has long been known as “the perfect vacation spot ‘year round!” It has long been an ideal retirement and vacation spot for Military officers ready to leave service within the next few years.


  • Those who served in our Nation’s Military and those retiring from politics are interested in golf, relaxation, desert weather and socializing with those in politics, business and the arts.


  • Other locations and regions in the United States, including Alaska and Hawaii are also considered when an officer chooses to leave active duty, having similar areas for career and relaxation, within the Southern US region, Southwest, and Midwest.

Agua Caliente Tribal Culture
(one of ten tribes in the Coachella Valley)


  • Indian Canyons:  one of the top fifteen attractions in the Palm Springs desert region, The Agua Caliente Band of Cahuilla Indians remain industrious and creative with a reputation for independence, integrity and peace.


  • PROTOTYPE: The Agua Caliente—
  • The Agua Caliente Band of Cahuilla Indians remain proud of the productive land of their ancestors,  located in Palm Canyon and the surrounding areas., including Tahquitz Canyon, Murray Canyon, Andreas Canyon and the Spa, The site of the present day Palm Springs Spa Hotel and Mineral Springs ls located on a Cahuilla Indian hot spring. There was first a rough-planked structure in this location, followed years later by a building containing private bathing cubicles. Today's spa and hotel is noted throughout the world.

"The Agua Caliente Casino,"
  • The Agua Caliente Casino, a development of the Agua Caliente Band of Cahuilla Indians, is a full-amenity casino located in the Coachella Valley at 32-250 Bob Hope Drive in Rancho Mirage.
  • The Spa Casino and Hotel, also a development of the Agua Caliente is located in the heart of Palm Springs.
  • In addition to its showrooms, both casinos feature over 1,000 state-of-the-art coin-operated and EZ Pay slots and video poker machines, 46 gaming tables and a high-limit gaming area. There are more than a dozen restaurants, a cabaret-style lounge, top world class entertainment and a first-class video poker bar.

 Agua Caliente +  “HUBZone”
  • PROTOTYPE FOR HUBZONE Agua Caliente Band of Cahuilla Indians is located on Indian Reservation and allotted tribal land,  recognized as a HUBZone (Historically Underutilized Business Zone)


  • Commercial entities can be located  within Palm Springs area on  the Agua Caliente Reservation, which is a certified HUBZone. They will be entitled to receive contracts from Federal agencies, The type of business owners that Palm Springs would attract are those who have served in our Nation’s Military as Career Officers, or public service in our Senate and House
  • .
  • “Turn Key” businesses may be affiliated with the Agua Caliente tribal entities (35% of all employees must reside within the HUBZone, over 51% must work on the HUBZone site)


  • Commercial entities may include Government consulting, Federal contracting,  light Industrial, and Manufacturing can be zoned right on the Agua Caliente Reservation, near  downtown Palm Springs


  • If an entity is a certified HUBZone Business, contract awards may be up to
  • $3 MIL for services type contracts and $5 MIL in manufacturing.

Agua Caliente/Coachella Valley’s potential HUBZone business activity

  • EXAMPLE  Military Officers of all uniform services, and those retiring from political service would entertain being affiliated with the Agua Caliente Band of Cahuilla Indians due to the superb business acumen demonstrated by the Agua Caliente Tribal council (hosting the two Palm Springs casinos, The Spa and Agua Caliente).  Agua Caliente’s Tribal council is also well known for the charitable good works the Tribe continues to do for its’ people.


  • EXAMPLE If the Agua Caliente Indians were to move forward, Agua Caliente’s Tribal Officers would be able to build an active client and contact base working with those newly-retired  from our Military, Senate and Congress. Those who will be starting new careers while at the Agua Caliente Reservation would be able to add prestige, know-how  and an excellent point of reference to Agua Caliente management. This will be especially influential with the Tribe’s diversity in business ventures within the Palm Springs community and Agua Caliente Reservation

“Turnkey” Business and Banking
  • Commercial business entities can be set up as “turn key”,  ready for the transitioning Military Officer via Canyon National Bank or another banking facility to obtain a SBA 7(a) loans, financing up to 2 Million Dollars


  • Many Military officers transitioning will retain ties with larger PRIME Military contractors such as TITAN, Lockheed-Martin , Hughes, Northrop Grumman and SAIC


  • Specific large businesses working in Federal seek to team under HUBZones  corporations, many who are  awarded specific contract set-asides that are designated to small business (HUBZone)


  • Many  officers may already have transition packages, enabling them to relocate anywhere worldwide
  • EXAMPLE One added  benefit to those interested in living and working on the Agua Caliente Reservation would be to work with a realtor on relocation and with a PEO (Professional Employment Organization) specializing in office administration. Resources such as these may be selected through the Palm Springs Chamber of Commerce and Palm Springs Economic Development Corporation.

  • As our Military officers ready their business plans, there  are several
  • business services that are immediately available to each new entity


  • Transportation:  It is easy for business travel in and out of Palm Springs. The Palm Springs International airport hosts most of the major airlines with direct flights on the hour on a daily basis. Private Charter air travel and taxi, limousine and rentals for auto travel is available around the clock. Rail travel is just 15 minutes from Palm Springs.


  • LOCATION: The Palm Springs city limits are only two hours from the US Naval Bases in San Diego, and one hour from Twenty-Nine Palms (United States Marine Corp facility)


  • Business Services: In additional  to office space that is being made available by the Agua Caliente Band of Cahuilla Indians leasing commercial space, , all business needs necessary to starting a new business are all within walking distance in downtown Palm Springs. They include:


      • FEDEX and UPS Services
      • High-Speed and Cable Internet access
      • Secretarial services, and potential work force of skilled professionals
      • who reside in Palm Springs (HUBZone)

Military Officers career transition resources and support
  • HighViz Consulting Group, a Military and Defense agency contractor (marketing, NAICS Code 711510) active in Federal since 1990). HighViz is  working in a complete liaison capacity for the Flag Officers seek new careers as they are transitioning from active Military service.


  • HighViz’s federal facilitators: HighViz’s marketing staff is currently introducing those who are leaving Military service to the Agua Caliente HUBZone Business Project opportunity. These introductions are taking place within Executive, managerial and XO Military communities, HighViz has had active discussions with several Flag Officers and Military Officers,  who will be leaving active service in Defense branches through Defense association and affiliations and Defenselink (a communications arm of the Office of Secretary of Defense),  and our Joint Chiefs of Staff. HighViz is also in continual contact with the Department of Veterans Affairs Center for Veteran’s Enterprise.


  • Military Associations:  HighViz is also actively working with and seeking further support from the following organizations who support Military Officers worldwide: they are MOAA (Military Officers Association of America), ROA (The Retired Officers Association) AUSA (The Association of the Army “Old Crows”), The Navy League, AFCEA (Armed Forces Communications and Electronic Association) Transition Assistance Online (TAO), and VET FRAN (Veterans Transition Franchise Initiative) in Washington, DC area and Indian Wells, CA area locations.


  • Palm Springs area resources: HighViz is also working within Palm Springs with the Palm Springs Mayor and Council, the Palm Springs Chamber of Commerce, the Coachella Valley Economic Partnership and the Palm Springs Economic Development Corporation (PSEDC).

  • Concept Marketing: Military Brass may receive a “private” brochure, similar in nature to this document,  that will introduce them to living and working as part of the Agua Caliente Band of Cahuilla Indians’ community


  • Agua Caliente may host a “junket” to invite key Military personnel who have active interest in the HUBZone Military and Business Project – Revitalizing Reservations (SM)  to visit Coachella Valley will be during 2004.


  • The future Coachella Valley residents may explore the top of business that they may start-up, as well as become patrons of the gaming casinos,  attend top sporting events (such as “The Bob Hope Chrysler Classic”) and may affiliate with our USO and other Military associations
